【摘要】:Aclearanceexaminationofabatementareasandotherareasassociatedwithotherlead-hazardcontrolactivities,orbuildingmaintenanceormodificationactivitiesinsingle-familydetacheddwellings,multifamilydwellingshavingsimilarunits,commonareasorexteriorsites,andchild-occupiedfacilitiesisperformedtodeterminethattheclearanceareaisadequatelysafeforreoccupancy.Itistheresponsibilityoftheuserofthisstandardtoassurethatallregulatory,contractual,andpersonnelrequirementsaremetpriortoconductofaclearanceexamination.Ataminimum,usersofthisstandardshallbetrainedinitsuseandinsafepracticesforitsconduct.Thispracticeisoneofasetofstandardsdevelopedforleadhazardmanagementactivities.ThevisualassessmentproceduresrequiredinthisstandardarefoundinPracticeE2255andtherecordkeepingrequirementsarefoundinPracticeE2239.Althoughthispracticewasprimarilydevelopedfordwellingsandforotherchild-occupiedfacilities,thispracticemaybealsoappliedtononresidentialbuildingsandrelatedstructuresbyagreementbetweentheclientandtheindividualconductingtheclearanceexamination.Thispracticemaybeusedbyownersandpropertymanagers,includingowner-occupants,andothersresponsibleformaintainingfacilities.Itmayalsobeusedbyleadhazardmanagementconsultants,constructioncontractors,laborgroups,realestateandfinancialprofessionals,insuranceorganizations,legislators,regulators,andlegalprofessionals.Thisstandarddoesnotaddresswhetherlead-hazardreductionactivitiesorotherbuildingmodificationormaintenanceworkweredoneproperly.1.1Thispracticecombinesvisualassessmentforthepresenceofdeterioratedpaint,surfacedust,painteddebris,andpaintchipswithenvironmentalsamplingofsurfacedusttodeterminewhetheraleadhazardexistsatthetimeofsamplecollection,followingabatement,otherlead-hazardreductionactivities,orbuildingmaintenanceormodificationactivities.1.2Thispracticeaddressesclearanceexaminationofsingle-familyresidentialdwellingsandchild-occupiedfacilities.1.3Thispracticealsoaddressesclearanceexaminationsthatmayincludesoilsampling,forexamplewhensoilabatementhasbeenperformed.1.4Thispracticeincludesaprocedurefordeterminingwhetherregulatoryrequirementsforleadclearancelevelsfordustand,wherewarranted,soilhavebeenmet,and,consequentlywhetheraclearancearea,passesorfailsaclearanceexamination.Note18212;Thispracticeisconsistentwiththatportionof"clearance"describedin40CFRPart745forabatement,andin24CFR35forlead-hazardreductionactivitiesotherthanabatement.1.5ThevaluesstatedinSIunitsaretoberegardedasthestandard.1.6Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
